
Launched in early 2023 as a partnership between the United States Institute of Peace (USIP) and Al-Tadhamun Iraqi League For Youth, the Return and Integration Project addresses this challenge by fostering dialogue and collaboration among local communities, tribal leaders, civil society organizations, and government authorities. This inclusive approach seeks to resolve conflicts and facilitate the reintegration of families facing negative societal perceptions, despite having undergone security clearances and being permitted to return.
Key Achievements:
The West Anbar Covenant: Through extensive tribal dialogue, the project facilitated the signing of the West Anbar Covenant, outlining provisions for safe return and redress for those affected by terrorism.
Stabilization and Conflict Mitigation: A year and a half into the project, significant progress has been made in identifying and implementing solutions to address specific conflict drivers. The risk of violence has been reduced, and stabilization efforts in Anbar have been bolstered.
Restorative Justice Initiatives: The project has implemented various programs and activities, including restorative justice initiatives, to rebuild trust and mend relationships between host communities and returning families who have all been deeply affected by the conflict.
Addressing the Needs of Returnees: The project acknowledges the diverse needs of returning families, particularly those related to civil matters and governmental support, such as compensation claims and addressing the stigma associated with perceived ties to terrorist organizations.
Combating Stigma and Promoting Reconciliation:
The project recognizes the collective blame often placed on returnee families, particularly women and children, because of the alleged affiliation of some family members with terrorist organizations. To counter this, the project focuses on increasing understanding of restorative justice practices, fostering trust, and transforming relationships between host communities, victims of terrorism, and stigmatized families.
By actively addressing the root causes of conflict and promoting reconciliation through a tribal-centric approach, the Return and Integration Project helps to create a more inclusive and supportive environment for the successful reintegration of IDPs in Anbar.
